Understand the source, its purpose and its limits.
Evidence is most useful when its provenance and limitations are clear. Our research approach prioritizes traceable sources, explicit definitions and transparent treatment of uncertainty. A source may illuminate one part of a question without answering the whole of it.
Practices
- Use primary sources where practical and retain links for readers.
- Distinguish observed conditions from projections and scenarios.
- Explain gaps, conflicting information and the limits of comparison.
